Smarter Cities, Stronger Services: SELISE at the JICA–SDC Urban Governance Workshop

On 27 November 2025, the Japan International Cooperation Agency (JICA) and the Swiss Agency for Development and Cooperation (SDC) convened the Urban Governance and Economic Development workshop at the Bangladesh-China Friendship Conference Centre in Dhaka. Against the backdrop of Bangladesh’s rapid urbanization, the forum brought together city leaders, policymakers, private sector actors, and development partners to focus on what matters most now: practical, deployable approaches to improving municipal performance. SELISE participated as a digital transformation partner, demonstrating how technology can move urban governance from policy intent to operational impact.

At the center of SELISE’s contribution was a key milestone from its collaboration with Swisscontact under the PRABRIDDHI programme: OSSC+ (One Stop Service Center Plus). Designed as a unified digital municipal service platform, OSSC+ consolidates essential citizen services into a single, secure, and intuitive experience. Citizens can apply online for services such as birth and death certificates, trade licenses, character certificates, and holding tax services, complete with digital payments while reducing paperwork, repeat visits, and waiting times. For municipalities, the platform introduces structured workflows, reliable data management, and transparent fee collection, strengthening both efficiency and accountability.

Following a successful pilot in Bhairab, OSSC+ is now being rolled out across multiple PRABRIDDHI municipalities, including Bogura, Shibganj, Dinajpur, Kushtia, and Jashore. This expansion signals growing confidence in the platform’s ability to deliver measurable gains in service quality while building long-term institutional capacity at the local government level.

At the booth, SELISE also showcased its broader digital product ecosystem, highlighting how modular, scalable platforms can drive transformation across sectors. From SELISE Blocks for building and operating digital platforms, to SELISE Signature for secure electronic signing, and ORDERMONKEY for streamlined ordering and transaction experiences, the portfolio reflects a consistent focus on usability, security, and scale.

Through partnerships with JICA, SDC, and programmes like PRABRIDDHI, SELISE continues to support Bangladesh’s journey toward more efficient, transparent, and citizen-centric cities, contributing directly to national development priorities and advancing the Sustainable Development Goals with solutions that are ready to deliver impact today.
